The Energy Package
Every community has used tires and municipal waste to deal with, and much of the world still burns coal whole. One sealed, low-temperature process, without combustion, recovers saleable products from all three, and from coal it yields both energy and fertilizer. The Energy Package brings the three together behind a single collateral provider, configured to one host nation or region. Coal, tires and waste are ready for funding and implementation now. Green-hydrogen power is the next program to join them.
What each feedstock produces
- Coal: energy, and an organic fertilizer made from the black carbon removed from the coal.
- Used tires: N330-grade carbon black and a high-aromatic solvent stream.
- Municipal waste: industrial carbon, fuel oil and potable water, with zero landfill.
Here is why bringing a compliant file is a wise decision for each party that can make it happen.
| You are | Why it is wise to bring a compliant file |
|---|---|
| Collateral provider | Your collateral is not spent and is returned free, clear and unencumbered; at least 3x its face amount in top-rated securities stands behind it; you hold equity in infrastructure that produces commodities. A complete file moves fast. |
| Elected official or public authority | Landfill, tire stockpiles and coal become fuel, fertilizer, water and local jobs, with no subsidy, tipping fee or power tariff and no net increase in public debt. First revenue in months to two years: visible results within a term of office. Your part is the mandate and the site; no financial disclosure is asked of you. |
| Corporation | Contracted supply of carbon, carbon black, fuel oil or fertilizer; producer obligations for end-of-life tires met; community commitments delivered without spending your collateral; equity on top. |
| Lobbyist or adviser | A clear path to carry to your client: what is needed, what the client receives, and the standard the file is measured against. A compliant file is the one that closes, and the one that protects your name. |

| Market and power-sector figures | Public sources, listed at the foot of this page. |
Open to any bankable technology. These programs are ready now, but they are not a condition of funding. A bankable energy project on any provider’s proven technology is funded when the rest of the file meets the same pre-compliance standard: waste-to-fuel, tires-to-carbon, coal, hydrogen or nuclear. Projects built on the programs’ own technologies may move faster, since the funder already knows them, and may carry other advantages, price among them, set out one-on-one.
Ready now: three feedstocks, one process
| Program | The problem it takes in | What comes out |
|---|---|---|
| Coal to Carbon | Coal burned whole, its carbon, oil and contaminants included. | Industrial carbon above 95% purity, 85–95% aromatic fuel oil and syngas, separated before anything is burned. The recovered black carbon can be made into an organic fertilizer. Optional on-site clean power, about 400 MW at full scale. |
| Tires to Carbon | About one billion tires reach end of life every year. | N330-grade carbon black (a grade used in tire manufacture), a high-aromatic solvent stream, and syngas. |
| Waste to Carbon | 2.01 billion tonnes of municipal waste a year; at least a third is not managed in an environmentally safe manner. | Industrial carbon, fuel oil, potable water and mineral residue. Zero landfill. No subsidy, tipping fee or power tariff required. |
The units are modular. Scale is set by the host's measured profile: tire stockpile, waste composition and coal grade. A package can start with one program and add the others as the supply is confirmed.
Energy and fertilizer from the same coal
| Topic | Fact |
|---|---|
| 2026 fertilizer supply shock | After the Strait of Hormuz closure, urea rose 80% between February and April 2026, past $850 a tonne. The strait carries nearly a quarter of global urea exports. By September, fertilizer remained unaffordable for farmers. |
| Organic fertilizer from coal carbon | The black carbon removed from coal is made into an organic fertilizer that increases crop yields by up to 30%. |
Yield figures come from the technology principals. Results vary with soil and crop. Supporting evidence is disclosed to counsel of standing carrying active professional indemnity (errors and omissions) cover.
Ready now, and faster to power
The record is public. Vogtle Units 3 and 4 in Georgia, the most recent nuclear units completed in the United States, were expected in service in 2016 and 2017 at about $14 billion; they entered service in 2023 and 2024 at more than $30 billion. Along the way:
- The factory-built modules meant to speed construction came from a newly built fabrication plant with no prior experience of the design; frequent design changes and quality problems led to rework and assembly delays.
- The reactor contractor, Westinghouse, filed for bankruptcy in 2017 and paid the owners $3.7 billion to exit the project.
- Co-owners went to court over who would pay the overruns; one dispute settled for $413 million in 2023.
- In 2021 the Nuclear Regulatory Commission opened a special inspection into construction-quality problems in Unit 3’s safety-related electrical cable system, then increased its oversight of the unit.
In December 2025, Georgia regulators approved a further 10,000 MW of capacity for Georgia Power, a 50% increase, about 80% of it for data centers, to be built over six years.
Those are the numbers. Nuclear remains a long-term pillar of power while its cost and schedule are resolved, and small modular reactors are working toward market. The question for anyone holding collateral is what it can put to work in the meantime: these programs bring energy online in months, at a fraction of the capital commitment. For parties already invested in nuclear, they add energy and revenue now, alongside it. And a bankable nuclear project, small modular reactors included, is funded on the same standard as any other.
| Measure | Coal, tires and waste: ready now |
|---|---|
| Time to first revenue | Tires: around month 8. Coal and waste: year 2. |
| How capacity is added | Modular units, each earning as it is commissioned, added as feedstock and offtake are confirmed. |
| Energy delivered | Fuel oil: about 1.63 million barrels a year from six coal units, and about 231 million litres a year from six waste units. Coal can also generate about 400 MW of on-site clean power. |
Figures are modelled projections from the program pages; output is site-specific.
Next: green-hydrogen power
Status: the program’s own technology is not yet market-ready, and its full brochure goes to qualified investors only; see Entry below. Program page: Green Hydrogen.
Already have a hydrogen project? Bankable hydrogen projects built on any provider’s technology can be funded now, under the same standard as any project you bring.
| A green-hydrogen turbine plant | |
|---|---|
| Time to operation | As little as 18 months |
| Land | Under 3 hectares |
| Capital | Under €2 billion |
| Operating and maintenance cost | Low |
| Decommissioning | Simple, if needed |
Hydrogen figures come from the technology principals.
| Where the opportunity sits | |
|---|---|
| The factories | Plants that manufacture the production units. |
| The installations | The many individual sites where units are deployed, worldwide. |
Top banks, agricultural and mining machinery makers, transport manufacturers and operators, steel and chemical producers, utilities and governments are all treating hydrogen as the next major energy carrier. Sixty-six countries have national hydrogen strategies.
Which provider are you?
The package is built for collateral positions of $150 million and above, scaled to the size of the program. The strongest providers are governments, corporations and high-net-worth holders that gain from the package existing. Find your row.
| You are | What the package gives you |
|---|---|
| Government or central bank | A sovereign guarantee put to work for the nation’s own tires, waste and coal, turned into energy and fertilizer from its coal, and carbon, fuel and water from its tires and waste, without the guarantee being spent on the projects. |
| Tire manufacturer or importer | End-of-life tires, for which many jurisdictions hold producers responsible, turned back into carbon black of a grade used to make tires. |
| Cement, concrete, steel or carbon-black user | Contracted supply of industrial carbon above 95% purity, and of N330-grade carbon black. |
| Refiner, fuel distributor or marine-fuel supplier | A fuel-oil stream of 85–95% aromatic content, for industrial heating, bunker fuel, refining feedstock and blending. |
| Agribusiness, fertilizer distributor or food producer | An organic fertilizer that increases crop yields by up to 30%, produced in the host nation from coal rather than shipped through a strait, into a market using about 205 million tonnes of fertilizer nutrients a year. |
| Mining, energy or multinational company with commitments to the host nation | A landfill, a tire stockpile and coal value addressed for the communities you operate in, without any of your collateral being spent on the projects. |
| Machinery, transport, steel or chemical manufacturer, utility or bank already planning for hydrogen | Funding now for a bankable energy project on your own or another provider’s technology, and a route into the hydrogen program’s factories or installation sites once it is market-ready and you have qualified. |
| Family office or high-net-worth holder of bankable assets | Equity in commodity-producing infrastructure, with the collateral itself returned. |
Several providers can combine their collateral in one special purpose vehicle (SPV), the way a group of venture capitalists funds one venture. How collateral engages: Collateral.
Entry
| Program | Minimum |
|---|---|
| Tires to Carbon | $20 million in cash collateral, or a $150 million Standby Letter of Credit (SBLC) issued by a top-tier bank. |
| Waste to Carbon | $20 million in cash collateral, or a $150 million SBLC issued by a top-tier bank. |
| Coal to Carbon | $150 million. |
| The Energy Package | From $150 million in bankable collateral. The collateral required scales with the size of the project or stack: the funding bank sets the amount each position can raise, and larger programs are funded in tranches by repeating the same program. |
| Green Hydrogen | Full brochure released to qualified investors of $/€114 million and above, confirmed only by a licensed, certified external auditor. Cash is preferred. |
| Your own bankable energy project, on any provider’s technology | $150 million in bankable collateral, as for any project you bring: waste-to-fuel, tires-to-carbon, coal, hydrogen, nuclear or other. Forms: Collateral. |
These minimums are collateral, not project cost. Turnkey cost is set per site and discussed one-on-one once the accounting behind the collateral is certified. Structure, sequencing and terms are documented in the SPV operating agreement and negotiated bilaterally between the funder and the UBO of the collateral and/or their counsel. Funds go out in draws against construction progress.
How the funding programs work is made fully transparent to the UBO of the collateral and/or their counsel once full compliance is met.
How it moves
- Position. You state the collateral form and your interest: supply, offtake, community commitment or equity.
- Host. The host nation or region is identified, and its tires, waste and coal are measured.
- Configuration. The package is sized to that profile, from one program to all three.
- Close. The SPV is formed, the file goes to the funding bank, and a complete file moves fast.
- Build and operate. Units are commissioned progressively and outputs are sold. You keep your equity, and your collateral is returned free, clear and unencumbered.
Standing
Standing is what makes a file bankable, and a complete file moves fast. What establishes it depends on what you bring.
| Party | What establishes standing |
|---|---|
| Public authority | Mandate and contracting authority over the waste stream, stockpile or site. No financial disclosure is asked of a public authority. |
| Utility, mine or industrial operator | Corporate standing, the site or feedstock, and authority to contract. |
| Collateral provider | Audited proof of funds via a licensed external auditor, a documented UBO and a coherent KYC/AML package. Standard: Bank Compliance. |
